Jackson County approves annual master matrix resolution for animal feeding operations

The Jackson County Board of Supervisors on Jan. 21 approved Resolution No. 1096-01-2025, the county’s annual master matrix document showing participation in state-required evaluation of animal feeding confinement operations. The resolution was moved by Don Schwenker and seconded by Mike Steinas and adopted by voice vote.

The master matrix sets thresholds and evaluation criteria used when large livestock and poultry operations seek county permits. “This is the same resolution you sign every year, just a different date,” said Laurie, a county staff member who presented the item. County discussion noted how animal-unit calculations affect allowable herd or flock sizes — for example, that different animal weights and poultry counts change how many animals equal one animal unit.

Some supervisors expressed concern about limits of the county’s tool and suggested the state Department of Natural Resources should have a larger role in addressing nuisances such as odors and manure management. “I understand the whole concept of the system. It should be regulated at some point, but somehow I feel like the DNR should be involved more,” one supervisor said during discussion.

The resolution clears the county to continue using the master matrix for 2025 permit reviews; staff noted the deadline to file the annual document is the end of January. No amendments or conditions to the resolution were recorded in the minutes.
