MPO staff reviews required work products, timelines and current TIP projects
Summary
MPO staff reviewed what Metropolitan Planning Organizations do, required plans and update cycles (MTP, PPP, UPWP, Title VI), listed current and future projects and noted timelines for the next UPWP and TIP work.
Katarina Proving (MPO staff) gave a primer on MPO responsibilities, required documents and current projects, noting the Mesilla Valley MPO’s bylaws, joint powers agreement (JPA) structure and recurring work products.
Proving explained that MPOs are state-designated planning agencies for metropolitan areas and that the Mesilla Valley MPO operates under a JPA with member jurisdictions. She summarized required documents and update cycles: the public participation plan (PPP) and the metropolitan transportation plan (MTP) are updated every five years; the Title VI plan is updated every three years; the Unified Planning Work Program (UPWP) is updated every two years; and the TIP is updated quarterly. Proving noted the PPP was updated in 2023 and the current UPWP went into effect October 1, 2024; the next UPWP adoption is scheduled for 2026.
The presentation listed completed, ongoing and future projects in the TIP: completed projects included the Elk Scribe Trail; ongoing work includes University Avenue multimodal reconstruction and US 70 maintenance; future projects mentioned include the Roadrunner Transit maintenance operations center, Dripping Springs roadway improvements and potential projects such as Mesa Grande and an I-10 rehabilitation project. Staff cautioned that timelines for projects such as Mesa Grande are not yet formally communicated by NMDOT.
Proving corrected a slide typo during questions (a date on the slide) and said staff will fix the presentation materials. Committee members also asked about safety targets and how they relate to the MTP; staff said targets are addressed as part of the MTP system performance report and recurring updates.
Staff offered individualized orientation for new members upon request.
