City purchasing director outlines plan to rewrite procurement code, schedule workshop

Andrew Roswadowski, the city’s purchasing director, told the commission on Jan. 21 that staff plans to rewrite the city procurement policy and codify a procurement code to improve clarity, expand exemptions, and align references to applicable Florida statutes. "Everything stayed the same. It's really just the definitions," Roswadowski said, summarizing the edits to thresholds, single-source definitions and solicitation posting practices.
Roswadowski said the current policy (updated Oct. 1, 2022) contained outdated language and contradictory references; corrections include publishing solicitations on Palm Beach County portals rather than in a newspaper and clarifying capital purchase thresholds. He described a proposed timeline: a March workshop (coinciding with National Procurement Month), a draft to commissioners in April and an ordinance for codification in May following two readings.
The director also said the procurement team will incorporate public–private partnership (P3) procedures and provide clearer rules for solicitations, single-source procurements and best-and-final-offer (BAFO) practices. He listed upcoming solicitations — oceanfront concessions, road improvements, fire-station hardening, museum repairs and more — and invited local vendors to register on the city portal.
Commissioners asked staff to schedule the workshop after the upcoming mayoral transition so a newly seated mayor can participate. Vice Mayor Kelly asked staff to coordinate outreach to local businesses and economic development so residents and small businesses are aware of upcoming contracting opportunities. Roswadowski said staff will work with legal, the city manager and economic development to finalize timing and notification methods.
