Summary
The Civil Service Commission adopted resolution 2025-01 to retitle three professional engineering job classifications following a 2024 classification study intended to modernize titles and allow flexible staffing.
The Spokane Civil Service Commission on Jan. 21 approved Resolution 2025‑01, adopting retitled job classifications for three positions within the city’s professional engineering progression.
Commission staff said a comprehensive study during the second half of 2024 reviewed city engineering functions with input from employees, management and bargaining units. The goals included updating job descriptions to reflect current work, improving recruitment, supporting career progression and introducing flexible staffing where appropriate. “Management and the M and P bargaining group concur on the retitles and the rewritten classification and staff recommends these adoptions,” staff said from the meeting podium.
Commissioners moved, seconded and approved the resolution by voice vote. Staff noted that three of four classifications in the progression were retitled to reflect stages of growth and to permit flexible staffing at levels consistent with individual education and experience.
Why it matters: Retitling and rewriting classifications can change recruiting outreach, career ladders and how positions are filled; the commission framed the action as an update to bring job specifications in line with current duties.
