County engineer briefs supervisors on road, bridge and microsurfacing projects

Brian Schalski, Muscatine County engineer, briefed the Board of Supervisors on several highway and bridge projects at the Jan. 20, 2025, meeting and said design work is advancing while field construction is paused for winter.
Projects discussed included a PCC reconstruction east of Wilton (F58) where preliminary design and bridge sizing are underway; Stewart Road reconstruction with utility relocation and right‑of‑way work; Bridge 204 (on 180th Street) where a box culvert and streambed credit purchases are in the design stage; and Bridge 145 and Bridge 142 projects that remain in final design and grading phases. Schalski noted hydraulic modeling was necessary for a Mosquito Creek bridge due to Cedar River flood interactions and that some adjacent landowners are enrolled in federal wetland programs, limiting temporary easement options and constraining work to existing county right‑of‑way.
Schalski also said the county planned a micro‑surfacing project on portions of North Mulberry, a section of 155th and 120th near the Highway 6/38 interchange; the county intends to advertise the work to contractors and hold a letting in February. He said many projects are awaiting state or federal clearances and that final right‑of‑way acquisition remains a critical path item for several jobs.
The update did not include contract award amounts or construction start dates; Schalski told supervisors that weather is delaying field work and that several projects remain in design and permitting stages.
