Boone County commissioners approve fueling-station contract, art contracts, lidar work and several infrastructure commitments

Boone County commissioners on the latest agenda approved a not-to-exceed $1,948,532 contract to build a county fueling station and took a series of other procurement and planning actions, including artist contracts funded through ARPA, a lidar professional-services agreement and Community Crossings grant commitment letters.

The commissioners voted to award the fueling-station contract after a discussion about projected payback. County staff presented vendor estimates showing a range of possible annual savings; based on one vendor's numbers, staff said the station could recoup costs in roughly 19 years, while a second vendor's figures produced a roughly 43-year payback. Commissioners acknowledged ongoing uncertainty in fuel use and future construction costs and directed staff to continue pursuing design- and site-level cost savings while finalizing the contract.

The county also approved five artist contracts under the county's 180 in Color program, an ARPA-funded initiative administered by the Boone EDC to place public murals and art installations in local communities. Jessica Schloerstein of the Boone EDC presented the contracts and said, "180 in Color is for public artist murals," and outlined the five sites and the selection process. The artists named in the draft contracts include Pamela Bliss, Anita Gordon, Lance Pruitt and Brett Aldrich; the contracts must be finalized and the artists under contract by Feb. 1.
