The Monroe County Council on Jan. 14 approved Resolution 2025‑02, extending the county's interlocal cooperation agreement with the City of Bloomington on building-code authority for the first six months of 2025.
Molly Turner King, county legal staff, said the interlocal — in place with the city since 1996 — will be extended for six months so negotiations can continue and any needed changes can be drafted. She said county negotiators (including County legal staff and city counterparts) will continue work during the extension and return with recommended language.
Councilor David Henry asked whether the city's legal department had the staffing capacity to meet the six‑month timeline; staff said they would follow up with County Counsel and the negotiator (Mr. Schilling) and report back with an update.
Why this matters: The interlocal governs which government exercises building-code authority in overlapping jurisdictions. A short extension preserves existing arrangements while negotiators discuss a longer-term renewal and potential revisions.
The resolution passed on unanimous roll call. County staff said they would continue negotiations with the city and provide status updates to council.
