Belle St. James told the committee that Act 149 (2023) established three principal components: a Facilities Master Plan grant program to support development of educational facilities master plans; a State Aid for School Construction working group that reported back to the committee; and an increase in the statutory threshold for what state law treats as a "high cost" construction contract from $500,000 to $2,000,000.
