Rules committee recommends modernizing distribution and adds harassment policy to ethics rules

The Senate Rules Committee presented seven unanimous rule modifications for the 114th General Assembly, including electronic distribution of calendars and amendments and adding a harassment policy to the ethics rules; it also proposed a procedure to replace an ethics-committee member who is the subject of a complaint.
