Commissioners authorize RH2 amendment for Tudo water system construction‑phase services

The Cowlitz County Board of Commissioners approved Amendment No. 4 to RH2 Engineering’s professional services agreement Jan. 13, 2025, adding construction‑phase services for the Tudo water system improvements at an additional cost of $91,886 and extending the contract six months to June 30, 2026.
County Engineer Susan Eugeneus told the board that the amendment covers on‑site inspection, review of technical submittals and assistance during pump and pressure equipment startup — services the county’s construction staff lack experience to provide for specialized water infrastructure. She said the amount represents less than 10% of the construction bid amount and is in the range typical for this scope.
Eugeneus described the work as pressure improvements for existing customers along Spirit Lake Highway, including installation of a pump station near South Silver Lake Road by Juanita to address low pressure complaints and to serve future connections. Commissioners asked clarifying questions about why some customers receive bills that appear to come from the City of Kelso; Eugeneus explained billing comes from the county’s Kelso office address though the system serves the Tudo area and confirmed a county 5% water rate increase this year was separate.
The board voted to approve the amendment by voice vote.
