Arts Commission advances art‑plan framework; appendices to include project-selection tools and call‑for‑art templates

Oak Harbor Arts Commission members reviewed a draft art plan and asked staff to finalize the document’s appendices — including project-selection worksheets, commissioning criteria and a standardized call-for-art template — before advancing the plan to the City Council for adoption.

Leslie (staff) and commission subcommittee members described the appendices as the “living” part of the plan that will be updated and used to evaluate project requests and commissions. Commissioners said they want a simple, fillable template for calls for art and an evaluation matrix with quantitative scoring so artists and project proposers understand submission requirements and selection criteria.

Commissioners discussed two distinct uses of the appendices: (1) commissioning artists for city projects (a formal call tied to the commission’s annual plan) and (2) accepting community project requests, such as the Imagination Cove supply request, which use project-selection worksheets to decide whether a request can be accommodated in the commission’s annual work plan.

Next steps agreed by the commission: the art-plan subcommittee (commissioners Carla, Tracy and the chair) will meet to incorporate commissioner feedback; staff will convert the appendices into fillable templates consistent with city style and website formats; and the commission aims to present a final draft to City Council for adoption, likely beginning with a council workshop if requested by the mayor.

Staff estimated one additional edit round after subcommittee feedback, followed by a commission vote and a council presentation. Commissioners asked staff to help run an annual workshop to use the new tools to set a yearly work plan once the plan is adopted.
