Arris project continued after missing hard-copy inserts; commission votes 4–3 to defer

Planning staff told the Planning Commission that the Arris development application was complete electronically but that required hard-copy inserts and certain packet exhibits had not been turned in in time under county policy. Staff recommended a continuance to allow time to provide missing hard copies and affidavits of notice.

Steven Schoen of the planning department told commissioners staff had reviewed the electronic files and that the technical review was complete, but an internal policy requiring physical inserts 10 days before a hearing had not been met. The applicant said the outstanding changes were minor—correcting a project number on cover sheets and removing references to a gate—and urged that the commission hear the application that night.

Commissioners discussed the procedural issue and whether affidavits of certified notice should be included. One commissioner asked staff to circulate revised materials after the planning commission hearing and before the next meeting. A motion to continue the Arris quasi-judicial item to the February meeting carried 4–3.

Staff said it will provide the missing hard copies, certified mailing affidavits and any remaining exhibits before the continued hearing.
