County staff to explore alternatives to GovOS short‑term rental software after implementation issues

County staff updated commissioners on ongoing implementation of the GovOS permitting software used for short‑term rental permitting and reported operational concerns, multi‑month gaps in vendor responsiveness and limited functionality for local needs.

Staff described a recent go‑live of the public‑facing permitting portal but said the vendor had been unresponsive for several months during the prior year and that some desired dashboard and address‑level mapping features were not performing as previously expected. The county’s short‑term rental administrator requested read access or at least a regular spreadsheet export to allow property‑tax and enforcement staff to track listings and verify operator status; staff noted GovOS produced some of the needed exports but not all fields were convenient for enforcement and personal‑property collection.

Commissioners instructed staff to obtain quotes from at least two alternative vendors discussed in recent demonstrations, including Deckard Technologies and a vendor represented by a local contact, and to return procurement recommendations at the February meeting. The county will continue to operate under its current GovOS contract through June unless otherwise renegotiated, and staff will seek to ensure the renewal and renewal notice cycle is correctly implemented in whatever system is used.
