County engineers seek authority to sign seven easements for Garlock Road culvert replacement

Susan Eugeneis, Cowlitz County engineer, asked the board to authorize execution of seven easements needed for the Garlock Road Culvert Replacement Project, which replaces an undersized box culvert that blocks fish passage.
Eugeneis said the county had secured grant funding from the Brian Abbott Fish Barrier Removal Board and that the contract would be 85% reimbursable for design and construction. She described the seven easements as four permanent (including roadway and slope easements) and three temporary easements to allow construction access down into the creek. Eugeneis explained the difference: permanent easements grant continuing rights (for example slope maintenance); temporary easements only allow access during construction and the county restores the property afterward.
The chair indicated informal approval (“head nod”) to allow Eugeneis to sign the easements; Eugeneis said the items would appear on the consent agenda. Public Works staff described an appraisal and negotiation process, noting property owners may obtain an independent appraiser under a statutory allowance during negotiation.
