Clovis council agrees to study larger planning area for general plan update

City of Clovis planning staff on Jan. 6 updated the City Council on the general plan update and asked for direction on the planning‑area boundary. Senior Planner Lily Cha and Director of Planning and Development Renee Mathis presented two options; staff recommended the larger Option 2 and said the map expansion would only define the study area rather than commit the city to land‑use changes.
“It's an area in which the city is interested in analyzing for feasibility,” Senior Planner Lily Cha said, adding that “there's no commitment for the city to make any changes to these areas. We're just studying.” Staff described Option 2 as an expansion north to the city landfill, following canal alignments and extending east about a mile to Matson Avenue before returning south to the existing boundary. Staff said they had conferred with other city departments and “unanimously agreed that we would recommend version 2.”
Why it matters: Council members said casting a wider study area now could avoid missed issues later and give the public notice of long‑range planning. Councilmember Drew said planning big and “planting that flag bigger” would improve public engagement and reduce surprises for residents in the long run. Several council members cautioned that being in a planning area is not the same as imminent development and emphasized outreach to affected property owners and neighboring jurisdictions.
Decision and next steps: Council reached a verbal consensus to proceed with Option 2; staff said the next steps are to continue the existing conditions report, develop a community outreach plan, form a General Plan Advisory Committee (GPAC) later in the process, and return to council with additional updates in the spring. Staff noted many areas inside the expanded boundary are likely to remain agricultural or preserved after study.
