Commission tables Vision Beyond Borders development plan over incomplete engineering, landscaping and paving details

The Planning Commission voted to table a development-plan application for Vision Beyond Borders after staff and commissioners said the application packet lacked several required engineering, landscaping and lighting details.
Staff described the filing as case 24.04 DEB for a commercial building on Lot 3 of the Vision Beyond Borders subdivision, a 0.75-acre parcel on the southwest side of Yellowstone Highway at Radio Avenue. Megan, a city planning staff member, said the site is zoned C-1 general commercial and that a development plan review is required by the city’s land development regulations. "Per section 4040 of the LDRs, 10% of the site needs to be landscaped," she said, and the commission was provided additional documents that afternoon.
Commissioners and the applicant’s engineers raised multiple outstanding items during the discussion: a landscaping plan that staff said had not been received in full; a detailed exterior lighting plan; incomplete grading and drainage calculations; a proposed gravel surface where city code requires paved parking and drive aisles; and a dumpster location that intruded on a required 24-foot access aisle. Sean Gus of VCS Engineers, who was representing the applicant’s design team, said the dumpster would be relocated and described potential detention areas for stormwater: "If we do detain, it would be to the to the north and east of the new building in that open area there is where we would put some detention and then release it into that landscaped area before it went into...the streets," he said.
Megan said staff’s initial recommendation had been to table the application pending revised materials; although the applicant submitted additional items the morning of the meeting, staff had not completed an in-depth review and continued to recommend tabling. She noted the commission could recommend that city council allow a future paving agreement, but that such an agreement would be a council decision. "I would say it would just be a recommendation to council that they allow an agreement for paving in the future or otherwise," Megan said.
After discussion, a commissioner moved to table the development plan so the applicant could provide the complete landscaping, lighting, paving and engineering materials; the motion was seconded and carried on an affirmative vote of the commissioners present.
The applicant, identified in staff materials as Patrick Klein of Vision Beyond Borders with agent Steve Granger of ECS Engineering, will return with revised drawings and the outstanding technical documentation before the commission takes further action.
