Commissioners approve routine business, budgets and contracts in unanimous votes

Trumbull County commissioners voted unanimously on a set of routine agenda items at their Aug. 6, 2025 meeting, approving minutes, budget items, contracts and several personnel actions.
The board approved minutes and video recordings for recent meetings; multiple routine financial motions (bills, transfers, additional appropriations and transfer of appropriations); the county's alternative tax budget for fiscal year 2026; several resignations and appointments to advisory councils; and various engineering and sanitary contracts and change orders. All roll-call votes recorded the three commissioners voting "yes."

Key actions approved included:
- Dispensing with reading and approving video recordings as official minutes for the workshop dated Aug. 5, 2025, and the regular meeting dated Aug. 6, 2025 (Item 1 and Item 2). Commissioners recorded unanimous "yes" votes.
- Approval of bills, several transfers, additional appropriations and transfer of appropriations (Items 3, 4, 5, 6). Each motion passed on unanimous recorded votes.
- Adoption of the alternative tax budget of Trumbull County for the fiscal year beginning Jan. 1, 2026, and authorization for Rick Hernandez, president of the board, to sign and submit the document to the Trumbull County Budget Commission (Item 7). Motion passed unanimously.
- Acceptance of resignations from the Senior Services Advisory Council (Diana Shimko, effective June 2, 2025; Lynn Welch, effective April 4, 2025) and appointment of Sam Lamacusa to the Senior Services Advisory Council for a term ending Dec. 31, 2025 (Items 8, 9 and 10). Each action was approved unanimously.
- Receipt and filing of the July 2025 monthly activities report for the Trumbull County dog kennel (Item 11). Approved unanimously.
- Concurrence with the county engineer to grant a right-of-way permit to Canon Communications LLC and special hauling permits to AWL Transport Inc. and JROT Transportation Services Inc. to haul steel coils (Items 12 and 13). Motions approved unanimously.
- Approval of final legislation (contract) for Phase 4 of the Western Reserve Greenway bike trail project (Project ID 99804) and authorization for the board president to execute the contract. The project is located in Howland and Weathersfield townships and in the cities of Warren and Niles (Item 14). Motion passed unanimously.
- Approval of Modification No. 3 to the right-of-way services contract with MS Consultants Inc., increasing the contract by $9,683 (from $127,321 to $137,004) and authorizing required ODOT forms and payments (Item 15). Approved unanimously.
- Renewal of the citizen participation policy required for the County's Community Development Block Grant (CDBG) program for program year 2025 (effective Sept. 1, 2025 through Aug. 31, 2026). The Trumbull County Planning Commission is responsible for related public outreach (Item 16). Motion passed unanimously.
- Authorization for the Trumbull County Commissioner's Infrastructure Improvements Project funded through the Public Works and Economic Development Act of 1965, covering three contracts in Halland Township and Warren City (Item 17). Approved unanimously.
- Acknowledgement of the retirement of Charles Miller, chief project manager and easement coordinator for the Trumbull County Sanitary Engineers department, effective Sept. 5, 2025, and acceptance of the resignation of Brian Pichotti, laborer (Items 18 and 19). Motions approved unanimously.
- Amendments and contract actions related to county sanitary projects, including an amendment to an earlier agenda award to ZTECH Builders and a change order to MJD Excavating Inc. that increases the Countywide Phase 2 Sanitary Lateral Assistance Program contract by $10,375 (Items 20 and 21). Motions were approved unanimously.
- Authorization for the sanitary engineer to issue a notice to proceed to Express Underground Inc. for the Smith Stewart Road Sanitary Sewer Improvements Project (county project 2-s-17) in Vienna Township (Item 22). Approved unanimously.
- Approval of an annual payment of $2,500 to the Trumbull County Family and Children First Council for fiscal year 2026 (Item 23). Approved unanimously.
- Adoption of a resolution designating August as Child Support Awareness Month and publishing local caseload and collection figures from the Trumbull County Child Support Enforcement Agency (Item 24). Motion carried unanimously.
Several motions were announced from the floor and all formal roll-call tallies in the record show each of the three commissioners voting "yes" for the agenda items listed above. No recorded dissenting votes or abstentions appear in the meeting record for these agenda items.
Looking ahead: The board announced a public workshop scheduled for Tuesday, Aug. 19 at 10:30 a.m. and the next regular meeting for Aug. 20 at 10:30 a.m. The board also noted a 2:15 p.m. visit by U.S. Rep. Dave Joyce for department heads and elected officials.
