Representative Stephanie Mickelson, who represents Legislative District 32 in Bonneville County, asked the Resources and Conservation Committee to approve Senate Concurrent Resolution 110, saying the measure “solidif[ies] what [the surface water coalition and groundwater users] had agreed between the groups.”
