Rep. Heather Scott introduces resolution to remove 'Yellow Dot' program from state code

Representative Heather Scott, District 2, introduced RS31902 to remove the Yellow Dot Program from state code during a committee meeting.

Scott described the Yellow Dot Program as one that “give[s] all your medical information to the government, they give you a yellow dot to put on your car and when an emergency arises, EMS can recognize that yellow dot and be able to look up your information,” and said the program lacks oversight and dedicated funding. She said she voted against the program when it passed in about 2020 and asked the committee to introduce the resolution so the chapter of code can be removed.

Scott told the committee she checked with the Department of Health and Welfare and that the department “were good with it.” She also said the program “never really took hold” and that many people she spoke with were unaware it existed. Scott said she would stand for questions and suggested she might return for a hearing to provide more detail.

Representative Redmond moved to introduce RS31902. After limited committee discussion, the chair called the question and the motion passed by voice vote; the resolution was introduced and will move forward in the legislative process. Committee members did not record a roll-call tally in the transcript.

The introduction is procedural: the resolution has been introduced but no committee vote on repeal of the statute itself was recorded. Scott and the committee indicated that she may appear at a later hearing to provide additional information about the program and the proposed repeal.
