Committee approves statewide cost allocation adjustments affecting multiple agencies

Keith Bybee, Division Manager of the Budget Policy Analysis Division, presented statewide cost allocation adjustments that reallocate costs among agencies for services such as attorney general fees, legislative audit billings, state controller fees, state treasurer fees, risk management and Office of Information Technology Services (OITS) charges.
Representative VanOrden moved and the committee seconded the governor's FY2026 recommendation to adjust attorney general fees, legislative audit costs, state controller fees, state treasurer fees, risk management costs, and OITS costs. The motion passed with the required majorities from both chambers.
Bybee said the packet listed a $2,800,000 reduction for the Attorney General, a $306,900 increase for legislative audit billings, a $1,948,000 reduction for risk management, a $6,800,000 increase for the state controller, a $45,400 reduction for the state treasurer, and $3,235,500 for OITS; the committee packet contains the agency-by-agency breakdown beginning on page 20.
The committee approved the net adjustment: $3,636,200 from the general fund, $2,090,300 from dedicated funds, and a $186,000 reduction from federal funds for a total of $5,540,500. Staff will apply the approved cost allocation adjustments to agency budgets as listed in the packet.
