The committee first approved an amendment offered by Mayor Berney to replace the first bullet under Section 2 with language directing “solid waste general briefings, including but not limited to planning, recycling, composting, collection, disposal, transfer, finance, and 0 waste.” The committee accepted that amendment by voice vote before taking the final roll-call on the resolution.
The council staff presentation described the resolution and the packet locations for the materials. Miranda Leskinen of King County Council Central Policy Staff told the committee the resolution is RPC 2025-01 and that the proposed work program appears as Attachment A on page 13 of the committee packet; a track-changes version showing changes from the 2024 work program appears on page 16.
Mayor Berney explained the rationale for the amendment: the packet footnotes identified some solid-waste interlocal form issues as mandatory referrals in one place and as non-mandatory in another, and the wording change preserves the Regional Policy Committee’s ability to identify specific items as mandatory referrals in the future.
Chair Van Rachbauer called for the motion to adopt the resolution after the amendment was approved, and the clerk conducted a roll-call vote. The clerk announced the final tally as 11 ayes, zero nays, with one committee member excused.
The resolution adopts the committee’s calendar and priority topics for 2025 and is explicitly described in the meeting packet materials. Committee members described the work program as a “living document” that can be updated during the year as new matters arise.
The committee will circulate the packet materials and the amendment language to members and staff who asked for the specific page references cited during the discussion.
The committee moved next to briefings on other agenda items after adopting the resolution.
