Representative Sonia Galaviz, District 16, told the House Education Committee RS 32‑458 would remove a statutory restriction that reduced school districts' flexibility to employ staff positions. "Right now school districts are permitted to employ 9 and a half percent fewer positions than they're allocated full time equivalent," Galaviz said, and she described how a 2016 change began reducing that flexibility by 1 percent for districts whose class sizes exceeded statewide averages.
