Staff said the comprehensive-plan update will cover land use, natural resources, hazards, parks and recreation, economic development, housing, public facilities and services, transportation, energy conservation and urbanization. The update will incorporate by reference more detailed recently adopted plans (for example parks and historic-preservation plans) rather than redoing those documents.
Staff outlined the schedule and next steps: a project-advisory-committee meeting and community summit are planned in August; planning commission work sessions and council hearings are expected through the fall into winter with a target to adopt the comprehensive plan and the Transportation System Plan (TSP) by year end. Staff said the urban growth boundary (UGB) expansion will be run in parallel but will be resumed in early 2026.
Other items staff flagged: - A council discussion on parks and UGB on May 21. - A June 4 council discussion on system development charges (SDCs). - A floodplain-ordinance update required to satisfy a Biological Opinion from the Federal Emergency Management Agency; staff anticipates a work session on the floodplain update in August.
Commissioners asked about distinctions between parkland and open space, how recently adopted plans will be integrated, and whether certain industrial-area master plans (for example the Pioneer Industrial Park) should be revisited as part of the UGB conversation. Staff said chapters that already have recent master plans will be relatively short in the comp plan and will adopt those plans by reference where appropriate.
Staff asked the commission to focus at upcoming sessions on high-level policies rather than detailed redrafting of text that has already been vetted through community outreach. Staff said more materials and advance documents will be provided for ordinance hearings and for the fence-code text amendment.
What it means: The planning department is prioritizing completion of the comprehensive plan and TSP this year and expects the UGB process to resume in 2026. Several council-level items will run in parallel and will inform the commission's work.
Next steps: Staff will schedule work sessions on the comprehensive plan in late June and July, bring the fence-code amendment for a noticed hearing (staff referenced June 9), and return a floodplain work session on Aug. 11. The department will circulate advance documents ahead of ordinance hearings.
