The Hernando County Board of County Commissioners on Oct. 7 adopted an ordinance establishing the Glen Lakes Community Development District for roughly 285.07 acres on the western boundary of the Glen Lakes subdivision (commonly referred to as Glen Lakes Phase 2).
County planning staff told the board the petition met the statutory standards: the land is sufficiently compact and contiguous, the proposal is consistent with the comprehensive plan, and a CDD is an appropriate mechanism to deliver services and facilities for the proposed development. Petitioner representatives said the district will fund infrastructure and that streets in the new phase are expected to remain private and under HOA control.
Several Glen Lakes residents spoke during public comment raising concerns about traffic through existing private roads, the status of the gated back entrance and whether phase‑1 residents would be impacted by phase‑2 traffic. Staff and the petitioner said the CDD applies only to the phase‑2 area and does not change phase‑1 residents’ obligations; any private road access through phase‑1 would be addressed through HOA and developer agreements.
By roll call the board approved the ordinance establishing the Glen Lakes CDD (recorded vote: Commissioners Ansler, Allocco, Champion, and Vice Chairman Campbell voted aye).
