Indian River County commissioners approved emergency procurement Oct. 7 to replace a failing culvert at Raintree Corners after staff warned the metal pipe was at risk of collapse and provides the sole access to about 16 homes in the neighborhood.
Adi Javed, the county’s public works director, told the board the pipe is a roughly 60‑inch metal culvert and that recent rain events have exposed a risk of collapse. He said the engineering estimate for replacement work is about $250,000, and that contractor price proposals could vary.
Because a special‑assessment process can take months to complete, Javed said staff sought authority for emergency procurement to reduce the risk to residents and avoid a potential road closure. He said all 16 residents in that neighborhood had already signed letters indicating they were on board with paying assessments if the county were to pursue that funding path.
The board approved the emergency procurement by voice vote. County staff said they will proceed with contractor selection and replacement work under emergency procurement rules.
Why it matters: The culvert carries the neighborhood’s only access road; an unplanned collapse would pose immediate safety and access problems for residents and emergency responders.
