Planning agency backs code change to extend 2025 mobility fee schedule until new rates adopted in 2026

The Pasco County Local Planning Agency recommended an amendment to the Pasco County Land Development Code to clarify the applicability of the mobility fee schedule and to prevent the 2025 posted fee tables from expiring on December 31, 2025.
Planning, Home and Economic Growth staff explained the change is procedural: the county adopted mobility fees in 2021 that were set to be effective through 2025, and staff wants the current fee tables to remain in effect until the Board formally adopts a new schedule based on a mobility fee study expected to reach the Local Planning Agency in early 2026. “Our goal is to ensure that those mobility fees remain in effect until the board formally adopts new mobility fees in 2026,” the presenter said.
The proposed code change revises section 13.0.2.2(d) and removes explicit 2022–2025 date references from posted fee tables so the fee schedule does not automatically expire at year‑end. Staff told the commission there is no intention in this amendment to adopt new rates today; the measure simply maintains legal continuity of the current schedules while the county completes its study and stakeholder coordination.
The Local Planning Agency voted to recommend the amendment as consistent with the comprehensive plan; the motion carried on a voice vote. The change will proceed to the Board of County Commissioners for final action and ensures mobility fees remain enforceable pending the updated fee study.
