Decatur City Council approves series of infrastructure and contract measures, tables South Decatur event agreement

The Decatur City Council on an October meeting day approved a string of resolutions authorizing city projects, budget allocations and contract actions and set several public hearings. Council members approved the Carrie Matthews renovation, several park and infrastructure projects, and an authorization for municipal utility expenditures expected to exceed $100,000. The council tabled the Rock the South Decatur event investment agreement to a special-call meeting on Oct. 30, 2025, at 9:30 a.m.

The approvals included a mix of project-specific awards and housekeeping ordinances. Resolution 25283 authorized the mayor to sign a project development agreement with SBLI LLC following a presentation from David Orrath of Land Innovations. Councilmembers moved and seconded the measure and approved it by roll call vote 4-0. Council members also authorized preliminary municipal utility board expenditures expected to exceed $100,000 (Resolution 25284) and approved a city parking deck inspection proposal (Resolution 25285); both passed by roll call votes recorded as 4-0.
