Planning commission unanimously backs 2025 miscellaneous code cleanups and clarifications

The City of Bothell Planning Commission on Oct. 15 voted unanimously to forward a set of 2025 miscellaneous code amendments to City Council, describing the changes as administrative clarifications and cleanups rather than policy shifts.
Staff introduced Deborah Powers, a planner new to the Community Development Department who will lead the miscellaneous amendments and later the urban forest master plan project. Planning staff said the package is intended to correct inconsistencies discovered during recent code administration, align references removed during the 2024 zoning work, clarify residential dimension standards for corner lots, remove outdated parking references in the planned‑unit development section, and update subarea provisions such as removing circle‑lot diameter references and clarifying landscape buffering requirements.
“No policy changes are proposed in this package,” staff told commissioners, calling the amendments “clarifications, consistencies, and cleanups” that reflect the policy direction set by last year’s comprehensive plan and zoning revisions. The commission received no public comment on this item.
Commissioner Lever moved to adopt the findings, conclusions, and recommendations as presented in the agenda packet; Commissioner Jones seconded. Commissioners Jones, Lever, Robson, Sills and the chair voted aye and the motion to forward the package to council passed unanimously.
Staff said City Council reviewed the draft earlier in the week without requesting changes and that the packet for the Planning Commission begins on page 140. Planner Powers will carry the amendments forward to council and to implementation steps. The commission asked staff to track implementation outcomes as projects are processed so commissioners can monitor whether the administrative clarifications work as intended in practice.
