Perkins approves higher spending limit and agreements to speed library construction

The City of Perkins on Oct. 14 approved measures intended to streamline construction work on the Perkins Library project, including a temporary increase in the city manager's project-level spending authority and related agreements to allow city staff to act on behalf of the Perkins Industrial Development Authority.
The commission voted to designate the Perkins Library project as qualifying under ordinance 5-14 and to raise the city manager's spending limit for that project from $25,000 to $100,000, a threshold the city said would speed procurement for routine trades and materials without waiting for a commission meeting. The vote on the designation and the vote on the dollar amount were recorded separately to comply with ordinance 5-14.
Mayor Carla Cummings read and signed the proclamation and led the commission through the votes approving the library-related measures. City staff said the higher limit would allow the city manager to accept quotes and contract for work such as electrical or plumbing up to $100,000 while following the same purchasing laws, rules and ordinances currently in place.
Commissioners also approved a development agreement between the City of Perkins and the Perkins Industrial Development Authority (PIDA) that authorizes the city to perform construction management and other work on behalf of the authority. City attorneys said the agreement is intentionally brief and is designed to let the city continue general-contractor work without requiring PIDA to approve every single administrative step.
Separately, the commission selected Roper Construction to repair the exterior north wall of the new library, authorizing up to $30,000 in spending from the city's $50,000 T-Mobile grant for that specific repair. City staff said the north wall is hollow-clay tile with holes that require insulation and stabilization and that the planned repair would include a wainscoting treatment up to about 7 feet 2 inches, not full brick veneer. The staff presentation noted Brian Huckaby (appearing in the record as assisting as a construction manager and donating time) had obtained quotes and recommended Roper as the lowest responsive bidder.
The commission approved the designation and the spending-limit resolution, the development agreement with PIDA and the contractor selection in separate recorded motions; each measure passed on recorded votes.
The library project now moves forward with the additional delegated procurement authority and the city acting as construction manager on behalf of PIDA. Staff said normal procurement rules and competitive quoting will continue to apply despite the higher delegation of authority.
