City approves two construction-phase contracts after hearing multiple project updates

In separate voice votes the council approved a $197,370 construction-phase services agreement with Casper Patrick Associates LLP for the South Temple transmission Lane WTP to GST/PS Line A project, and authorized contract amendment No. 3 to Casper Patrick Associates LLP for construction-phase services on the Veterans Memorial Boulevard Phase 1 project, at an estimated $541,700. Both motions passed by voice vote.
Public-works presenter David Patrick (staff member) gave a consolidated update on several projects under design or construction. "This project is going really well. We are moving along quite nicely," Patrick said about the Phase 3 roadway work connecting Windland Road to I-35 at the Hart Road connection. He told the council the project will require a forthcoming change order to address a Pendleton Water Supply Corporation waterline discovered near the railroad and right-of-way negotiations tied to an adjacent electric facility. Patrick said the city intends to use its general contractor, Jordan Foster, to coordinate the electric relocation rather than a separate subcontractor.
Patrick reported the bridge portion of the project is complete and that work on retaining walls, under-bridge lighting and protective fencing required by BNSF is ongoing. He said the change order will likely extend the project schedule to August (no year specified in the staff remarks).
Other updates Patrick provided: - William Road and Power Drive: 30% design submitted; staff expect to submit 60% by the end of the month and 100% plans by year-end. - Old Howard Road phases 1 and 2: Phase 1 design is complete; staff expect to bid phase 1 with a cited construction budget of $12,950,000. Phase 2 is in heavy design with an estimated construction cost cited at $26,000,000; construction-phase services for phase 2 were described as currently unfunded. - Downtown City Center and Fourth Street work: Punch-list complete on the current phase; design comments returned from Public Works and staff expect to bid the next phase soon. - Third Street (Spur 290) pedestrian improvements and Avenue E: Project design is progressing; staff reported ongoing coordination with TxDOT and awaited environmental review comments. A meeting with TxDOT was scheduled and an update promised in December. - South Temple transmission: A bid package previously awarded to a firm (recorded in the meeting as going to B Corp) with 15 bidders and an original budget noted as $5,400,000 was approved by council on Oct. 16 and is moving forward. - Veterans Memorial Boulevard Phase 1: Project to run from Temple College Apartments through Avenue U; staff said the construction contract is under budget from the original estimate and that the project is expected to begin in early 2026 with an approximate 14-month duration and a projected completion in February 2027. Some dry-utility relocations remain and were reported to be on track for late December (no year specified). - Friars Creek detention pond: TCEQ (Texas Commission on Environmental Quality) approved the detention-pond design; staff hope to advertise for bids in November but reported two remaining dry-utility relocations (communications and one other) that staff have been pressing.
Patrick answered council questions about project sequencing and interdependencies, including how the detention pond and the Veterans Memorial Boulevard phases will be coordinated so drainage and box culvert sizing align between the two projects.
