Board rejects two construction bids after code changes and bidding issues

The board also rejected all bids for BYR 25-26, the Emma Wicker Auditorium renovation project. District staff said the low responsive bidder faced two protests alleging subcontractor prequalification issues; staff recommended reissuing the bid and explicitly requiring subcontractor prequalification in the revised documents.
Both rejection motions were made and seconded and passed on unanimous voice/roll-call votes. District staff said rejecting the bids will allow the district to revise contract documents to reflect updated DSA code requirements and to require subcontractor prequalification so the projects can move forward without lingering bid protests.
Board members were told the re-bidding process should not materially delay the Emma Wicker project’s ultimate completion, though staff described the steps needed to ensure the projects comply with current code and procurement practices.
