BPAC selects Giffels Webster to develop wayfinding plan; motion passes with one abstention

The Bicycle and Pedestrian Advisory Commission voted to recommend the consulting firm Giffels Webster for a wayfinding and signage plan, after staff presented a summary of eight proposals that ranged in price and scope.

Ross (staff member) summarized the proposals and cost range, saying submissions ranged from about $49,000 to roughly $116,000 and that he believed a budget near $50,000 would produce a solid product for the township. "Some positives, negatives, and cost cutting opportunities depending on what the commission is looking for," Ross said, and he recommended Giffels Webster based on prior municipal experience and familiarity with trail planning.

Commission discussion covered scope items such as inclusion of safety and traffic‑calming suggestions, fabrication and installation planning, and optional digital features such as QR codes and integration with the township website. Commissioners also noted the long interval since proposals were submitted and agreed to confirm firms'availability during pre‑award checks; several members said interviews were unnecessary but recommended a pre‑award meeting.

A member moved to select Giffels Webster; another member seconded the motion. The commission called the question, members voted "Aye," and one commissioner said, "I abstain." The motion passed.

One commissioner said they would recuse themselves from any final board vote if a conflict of interest existed; commissioners discussed confirming final contract details, rates and price holds at the contract stage. Staff said they would schedule any required follow‑up steps and the pre‑award check with the recommended firm before sending the item on to the township board for approval.
