Committee debates council size, term limits and mayor succession language

Lago Vista’s Charter Review Committee debated governance structure issues after reading a Rockport, Texas, charter sample, focusing on council size, term limits, and how mayoral vacancies are filled.

Some members said a smaller council could shorten meeting lengths and reduce opportunities for what one member called "pontificating" during long public sessions. Others, including the city council liaison Paul Prince, argued that a larger council provides more varied perspectives and disperses decision-making power.

Members also discussed term-limit language. The Rockport draft sets a 10‑year consecutive service limit for council members; committee members noted the clarity of that formulation. On mayoral succession, the Rockport charter makes the mayor pro tem mayor if the mayor dies or is removed, with the pro tem serving out the remaining term; committee members debated whether that approach or an immediate special election better protects voter choice and avoids potential manipulation of staggered terms.

The committee flagged differences between the Rockport language and Lago Vista’s current charter for further consideration when drafting recommendations.
