Board updates CEQA guidance and initial study thresholds; adopts related general plan amendments

Ventura County updated its CEQA guidance on Sept. 30, consolidating initial‑study thresholds and noise guidance and adopting a related general plan amendment and EIR addendum to implement the changes.
The Ventura County Board of Supervisors on Sept. 30 approved a comprehensive revision of the county’s Initial Study Assessment Guidelines (ISAGs), updated noise and vibration assessment guidance, and a renamed CEQA Implementation Manual, along with a related general plan amendment and addendum to the Ventura County 2040 General Plan Environmental Impact Report.
Scope of revisions: Planning staff condensed roughly 60 issue areas in the prior ISAGs into 25 consolidated sections and aligned the county’s thresholds and analysis guidelines with Appendix G of the State CEQA Guidelines. Staff also added separate sections for energy and tribal/cultural resources, updated the global glossary, and added hyperlinked references to streamline consultant and staff use.
Noise, agriculture and public‑health sections: The updated noise and vibration guidelines were revised and provided as a supporting exhibit; planning staff also consolidated agricultural resources review under one section and proposed shifting review responsibility accordingly. Staff recommended removing a “public health” threshold tied to former rocket‑engine testing sites after discussion with environmental health and public works because CEQA evaluates how the project affects the environment, not vice‑versa.
General Plan amendment and EIR addendum: Some general plan policies and programs (previously mitigation measures in the EIR) were clarified and incorporated into the ISAGs; those clarifying changes required a general plan amendment and an addendum to the 2040 General Plan EIR (Addendum No. 3). Planning staff recommended the changes did not require a subsequent EIR and prepared an addendum for board adoption.
Public outreach and review: Planning staff held consultant briefings and a public open house, engaged county departments and the Agricultural Policy Advisory Committee (APAC), and conducted tribal consultation under AB 52/SB 18. The Planning Commission recommended approval to the board. Public comments were incorporated where appropriate and staff provided written responses to late submittals.
Board action: The board approved the ISAG updates, noise and vibration guidelines, CEQA Implementation Manual (renamed from Administrative Supplement) and adopted the general plan amendment and EIR addendum to implement the clarifications. Staff recommended an effective date of Jan. 1, 2026 for the updated guidance to give processing time for in‑progress applications.
Vote: Motion to approve staff recommendations (moved by Supervisor Gurel, seconded by Chair Parvin). Outcome: unanimous approval.
Why it matters: Consolidating and clarifying thresholds and guidance aims to make environmental review more consistent and efficient for applicants and staff and to incorporate EIR mitigation measures into implementable guidance and county policy.
