Bend council hears Human Rights and Equity Commission work plan; asks for refinements and prioritization
The Human Rights and Equity Commission (HREC) presented a work plan focused on advisory work, engagement, education, and policy advocacy and requested direction on priorities and reporting. Councilors asked HREC to pilot the AIM equity tool on three near‑term issues and to return with a refined plan for adoption.

The Bend City Council received a presentation on Sept. 9 from the Human Rights and Equity Commission (HREC) and city Equity and Inclusion Director Andres Portela on the commission's 2025‑26 work plan. HREC identified four focus areas — advisory, engagement, education and awareness, and policy advocacy — and asked council for guidance on priorities, reporting format and governance.
