The Wake County Board of Commissioners took the following formal actions at its Sept. 2, 2025 meeting. Where provided in the record, motions, movers/seconders and outcomes are listed.
1) Consent agenda — approved by motion. A motion to approve the consent agenda was made by Commissioner Stallings and seconded by Commissioner Jackson; the board approved by voice vote.
2) Disinterment and reinterment (Petition PLG-GR-005549-2024) — approved. Motion by Commissioner Stallings; second by Commissioner Adamson. Description: Approve disinterment, relocation, and reinterment of approximately three graves at 7204 Carpenter Fire Station Road to Oakwood Cemetery. Outcome: approved by voice vote.
3) RFP award and lease authorization (RFP 24-108) — approved. Motion by Commissioner Stallings to award RFP 24-108 to Capital Broadcasting Corporation (CBC), authorize staff to draft a lease between Wake County, the town of Zebulon and CBC subject to terms in the term sheet, and authorize the county attorney to publish the 30-day notice required by state law; second recorded. Outcome: approved by voice vote. Key terms described in staff presentation: county and town payments totaling $710,000 over 10 years; joint owner-level capital improvements of approximately $10,000,000 through 2027; lessee to assume insurance and utilities; county/town to host up to 10 rent‑free community events annually.
4) Advisory board appointments — approved. Vice Chair Mile presented recommended appointments, which the board approved by motion and second (motion accepted and seconded; vote approved by voice vote). Items included reappointments and new recommendations to the Juvenile Crime Prevention Council, Wake County Nursing Home Community Advisory Board and other local advisory panels.
5) Closed-session settlement — approved. Following a closed session under N.C. Gen. Stat. § 143-318.11(a)(3) to consult counsel on pending industrial commission litigation (Tammy Carter v. Wake County and Wake County Sheriff, Industrial Commission file referenced in meeting), the board approved a settlement in the Industrial Commission matter in the amount of $150,000, subject to the terms of the mediation settlement and release agreement dated Aug. 19, 2025. Motion by Commissioner Allison; second by Commissioner Waters; approved by voice vote.
