Commission directs staff to draft hangar lease terms for EAA, asks nonprofit to document community value

The Hernando County Board of County Commissioners heard from the Experimental Aircraft Association (EAA) Chapter on Sept. 23 after the chapter's longtime hangar became non-renewable because of planned airport expansion.
EAA representatives asked for a 50% discount on rent for a replacement hangar. County staff and commissioners said federal Federal Aviation Administration rules generally disfavor below-market discounts at federally assisted airports and cautioned against a blanket, open-ended subsidy. Commissioners and staff nevertheless signaled willingness to support the chapter if it provided objective, recurring evidence of public benefit.
The board asked staff to return with a lease template that would: - Require reporting of measurable public benefits (Young Eagles flights and flight-training scholarships, number of youth participants, volunteer hours, and public events); - Provide a clear term for any discount (for example, initial multi-year concession with specified annual review); and - Explore a grant or offset mechanism (county-administered grant or annual reimbursement) so that rent is charged at market rate but offset by documented public benefit.
Commissioners also asked the airport to offer the EAA first refusal on future hangars at market rate and to prioritize transparency about hangar availability. Staff said no hangar was immediately available; the board directed staff to return with a draft lease and public-benefit reporting terms when a hangar opens.
Why it matters: The EAA runs youth and community aviation programs that county officials said have educational value (Young Eagles flights, model-building and flight-safety seminars); commissioners balanced that public mission against federal airport grant rules and the need to preserve airport revenue. The board's direction creates a pathway for a discount only if the chapter documents quantifiable community returns.
