St. Clair County commissioners approve disbursements, grants and multiple contracts in routine votes

At its meeting, the St. Clair County Board of Commissioners approved a series of routine and programmatic actions including county disbursements, grant agreements, contracts and board appointments.
Major approvals included:
- County disbursements: The board approved August 2025 county disbursements totaling $30,949,965.82 by roll call (all commissioners voting yes).
- Michigan Indigent Defense Commission grant: The board approved a grant agreement for the public defender’s office covering 10/01/2025 through 09/30/2026 in the amount of $4,287,051.64 (roll call: unanimous yes among commissioners present).
- Contracts and purchases: The board approved a five-year contract with Tyler Technologies for the jail management system for $168,998; a five-year Axon contract for three body-worn cameras totaling $16,997.20; the purchase of a palm-scanning machine for $16,177 plus annual maintenance of $2,989; and a peer-review contract with Veil Environmental Consultants not to exceed $108,878 for landfill engineering review. - Service agreements and grants: The board approved a donated funds agreement with the Michigan Department of Human Services for probate court guardian services ($81,500 for 10/01/2025–09/30/2026); an addendum increasing a Blue Water Day reporting program contract by $6,500 for the recovery court; and an increase of $10,000 to the Saint Clair County Community Mental Health contract for the recovery court. Roll calls were affirmative.
- Appointments and reappointments: Andrea Wine Canfield was appointed to the library board (District 1 seat through 08/26/2029); Mayor Kathy Haman was appointed to the Land Bank Authority as the elected official representative; and reappointments to advisory boards and commissions were carried.
- Budget and administrative items: The board approved revisions to the county’s general capital asset policy, budget revision No. 1 to the 2025 materials management grant increasing the total by $8,732, and 2025 general fund budget adjustments. The board accepted and filed the administrator’s report.
Several actions were handled with brief staff presentations and roll-call votes; the administrator reported on pending issues including landfill operations transitioning to county operators and preliminary health-care premium increases (she said preliminary health care rates were “over 30%” for next year). The board directed staff to return with rate-adjustment analyses and budget details where appropriate.

The administrator said the landfill transition is on schedule for an October 1 operational handover and that the county will present a rate-adjustment analysis in October to address the landfill deficit and related budget planning.
