Redevelopment commission authorizes RFP for corner property at Main and Jefferson

The Goshen Redevelopment Commission voted 5-0 on Sept. 9 to authorize staff to issue a request for proposals for the property at 113 West Jefferson / 233 South Main Street, the former D & T muffler shop on the northwest corner of Main and Jefferson.

Redevelopment staff said the city has owned the building for several years and previously issued an RFP that yielded two proposals that did not result in an agreement. Staff included an updated RFP in the commission packet and said the average of two updated appraisals came to $242,500. The city will retain the west half of the lot to construct a city parking lot that is part of the West Jefferson Street road project; the city intends to subdivide the parcel to create a two‑lot configuration with the parking area and the building lot.

Proposals are due by noon Oct. 14 and will be opened at the commission meeting; if none meet minimum requirements, staff will accept proposals for an additional 30 days with a Nov. 13 deadline. Phoenix Performing Arts has used the building as storage for props and has been paying utilities while staff seeks a new location for their needs.

The commission approved issuing the RFP 5 to 0. Specific evaluation criteria and minimum requirements are in the attached RFP document in the commission packet.
