Huntridge Theatre walkthrough: commission documents stabilized condition; restoration would trigger judgment reduction under settlement

City staff and the Las Vegas Historic Preservation Commission reported on an Aug. 25 walkthrough of the Huntridge Theatre, 1208 E. Charleston Blvd., saying the visit documented the building’s current, largely stabilized condition while noting that formal restoration is the condition for reducing a judgment tied to the property’s sales agreement.

Diane Seabrent, Historic Preservation Program Manager, said the walkthrough was part of the city’s responsibilities under a settlement agreement related to the Huntridge Theatre and that staff took notes and photographs to document the marquee, tower, exterior walls (original 1944 fabric), marquee as it presently appears following renovations, the monument sign and interior configuration of the lobby and theater.

Seabrent said the owner, identified in the meeting as Mr. Dapper, “has stabilized the structure, which is important,” but that the settlement agreement calls for restoration. "If there is no restoration, then the HPC cannot reduce the judgment that was accepted as part of the sales agreement," she said, adding that restoration work would allow the owner to seek reduction of the judgment against the building.

Seth Floyd, Community Development director, told commissioners that building-division inspectors do not typically join these documentation walkthroughs but that staff could share photos with a building official and request inspection if the photos show elements that “warrant further investigation.” Seabrent confirmed staff will use the photographic record to support the commission’s year-end determination about whether restoration has occurred and whether any judgment reduction is appropriate.

Commissioners asked whether code enforcement or a building inspector should attend future walkthroughs so the commission could document structural degradation if present; staff said that is under consideration and that photos will be routed to the building official if needed.

No formal action was taken; the item was reported for the record and will inform the commission’s year-end review of the settlement agreement obligations for the Huntridge Theatre.
