Council postpones five‑year software renewal after members express concern about fixed increases

The Prosper Town Council on Sept. 23 postponed action on a proposed multi‑year software renewal with Tyler Technologies after council members raised concerns about the contract length and fixed annual price increases.
Pamela Clark, the town’s senior business systems analyst, told the council the proposed package covers five years and totals roughly $1.8 million. Clark said the renewal included DigiPlan (a plan‑review product) and an "assist" package for configuration support and noted the original contract with Tyler began in 2020 and included a 5% increase starting in year six under the vendor’s standard terms.
Councilmember Marcus Ray (motion) and Councilmember Jeff Hodges (second) moved to postpone action so staff could reopen negotiations with the vendor. The council recorded the motion as passing unanimously.
Council members said they wanted more opportunity to seek shorter contract terms or lower annual uplifts; one council member noted industry norms nearer 2%–3% annual increases and asked staff to attempt renegotiation for a three‑year term or lower increase if possible. Clark said staff could reopen discussions with the vendor before the April renewal deadline.
The postponement means the current renewal will be revisited at a later meeting after additional staff negotiations; no contract was executed during the Sept. 23 meeting.
