Commissioners adopt ADA coordinator resolution and approve Title VI program implementation plan

DeKalb County Commissioners voted Sept. 2 to appoint an Americans with Disabilities Act (ADA) coordinator and to adopt a Title VI program and implementation plan.
Commissioners accepted Resolution 2025-R-12, appointing an ADA coordinator, on a motion and voice vote; the motion carried. The board then took up Title VI, which governs nondiscrimination in programs that receive federal funds, and accepted Resolution 2025-R-13 adopting the Title VI program and implementation plan.
County staff told commissioners they are still finalizing components of both the ADA transition plan (which addresses building and sidewalk accessibility) and the Title VI implementation plan (which addresses nondiscrimination policies). Staff said they will bring the detailed Title VI implementation plan and the ADA transition plan to the board for formal adoption at a future meeting. The county's development services and maintenance staff have already reviewed sites and sidewalks; staff identified that some items previously listed as county facilities (for example, a hiking trail by State Road 64) are on non-county property and therefore not in the county's inventory.
Commissioners recorded unanimous voice votes on both resolutions. The board directed staff to complete the ADA transition plan and Title VI implementation details and to return the finalized documents for signature and formal adoption.
