Design panel approves third‑floor addition at 1007 Rolland View Road

The Baltimore County Design Review Panel on Sept. 10 approved plans to add a third story and other alterations to a single‑family house at 1007 Rolland View Road.
Architect Ian Sikalski of Design Evolution Architecture told the panel the project will raise the home to add occupiable space under a steep‑pitch roof with dormers, enclose a front vestibule and replace an east‑side deck with a covered porch. The existing house, built about 1969, sits into a wooded slope; the front of the house presents as two stories to the street and a single story at the rear.
Panelists requested more context photos showing adjacent homes and suggested minor refinements to window placement and ground‑level landscape treatment. Panel members confirmed existing trees near the foundation would remain and that the owner‑contractor had reviewed structural capacity for the third‑floor addition; the presenter said the existing frame and a central bearing wall would support the new floor and that required beams and supplemental supports would be installed as needed. The building will also go through Baltimore County building‑permit and structural review.
Fran Anderson moved to approve the project as submitted; the panel seconded and voted in favor. Several panel members encouraged the applicant to provide neighborhood context imagery and to review window alignment in future submittals.
