Comal County Commissioners Court on Sept. 18, 2025 approved a line-item transfer to fund an engineering study for the River Road Jacobs Creek low-water crossing aimed at developing plans, specifications and cost estimates to support a bridge project budgeted for 2026.
County staff explained the crossing frequently goes underwater during large floods, historically trapping residents and county staff. Staff said the county previously sought grant funding through a Texas Water Development Board watershed study but did not qualify; the engineering study will produce a bid-ready package for the bridge project. Scheib Engineering was cited as the consultant that prepared prior project screening for the Guadalupe watershed.
Commissioners approved the transfer to consulting and professional services so the county can complete design work before construction. County staff said the project remains subject to future construction budgeting and grant opportunities.
