Comal County Commissioners Court on Sept. 18, 2025 approved a slate of routine and programmatic items, including payment of claims, two proclamations, acceptance of subdivision road and stormwater improvements, several grant awards and budget transfers, and a public-declaration letter to the Federal Aviation Administration for the sheriff's unmanned aircraft systems program.
The court approved payment of claims totaling $2,216,894.03, including electronic funds transfers of $284,294.40 and regular claims of $1,932,599.63. The court also unanimously approved proclamations recognizing Sept. 17–20, 2025 as Constitution Week and proclaiming Sept. 18, 2025 as Texas Master Naturalist Lindheimer Chapter Day in Comal County.
In land-development business the court accepted construction and maintenance responsibility, or extensions of surety, for several subdivisions: Meyer Ranch Unit 14; Lark Canyon Unit 2 (one-year extension of the construction bond); Park Village Unit 7 (release of an irrevocable standby letter of credit and acceptance of a cashier's check as surety); The Landing Unit 1 (roads within Comal County limits only; adjacent areas fall in Guadalupe County); Mayfair Parcel E & Unit 2 (acceptance of a construction bond); and Canyon Ranch Unit 3 (one-year extension of the standby letter of credit). The court directed the county engineer to execute associated PIPRO permits where appropriate.
On grants and agreements the court accepted an $89,082 specialty-courts grant award from the Office of the Governor to support the county's accountability court and approved a corresponding letter agreement between Comal County and the Community Supervision and Corrections Department to cover CSCD expenses. The court also accepted a $30,000 truancy-prevention grant through the Office of the Governor to fund student and family counseling services, and approved an amendment (Amendment No. 3) to the Department of State Health Services contract (HHS) under the Center for Health Emergency Preparedness and Response grant program to reflect expected budget changes.
Other action items approved included a $16,496.20 funding acceptance from Bear Metro 911 for eight high-intensity-use chairs for the Comal County Sheriff's Office communications center; a third amendment adding $105,862 for additional architectural construction-phase services on a county project; line-item transfers in the elections budget to move funds into software-subscription lines for STAR and enhanced ballot/ballot-scout renewals; and a line-item transfer to fund an engineering study for the Jacobs Creek low-water crossing on River Road.
The court approved a public-declaration letter to the Federal Aviation Administration, enabling the sheriff's office to pursue an FAA waiver to conduct beyond-visual-line-of-sight drone operations for public-safety missions. The court also announced it had approved, following an executive session, a release agreement between Ricky Sanchez and Comal County and authorized the county judge to sign the agreement.
All actions recorded at the meeting carried by voice vote with no recorded opposition; four court members participated (the court noted Commissioner Hogg was absent).
