Ryan Henry, the staff contact on the item, told council the draft reflected council feedback and resident input and was ready for final action. "The ordinance before you now is basically the culmination of the comments that we've received from the council," Henry said during the presentation. Council members noted they had been discussing the ordinance for several weeks and sought language that would be "strong enough to protect and careful enough to be fair," according to a council member comment in the meeting record.
No members of the public registered to speak on the item at the meeting. After a brief council discussion that included thanks to residents who contributed feedback, the council voted to adopt the ordinance. The vote was by unanimous voice; the clerk recorded it as carrying unanimously.
The ordinance amends Chapter 15 to create Article 15.01; the staff report indicates the draft incorporates council-provided edits. The council did not identify any further amendments at final adoption.
