The Jasper City Council on Thursday adopted an ordinance updating fees and procedures at the city landfill, including a $30-per-ton charge for general refuse, new tire fees and a $10 mattress fee that remains from a past increase.
City Attorney Robertson summarized the ordinance in public session, emphasizing that the ordinance does not change the long-standing rule that the landfill accepts refuse generated within the city. "Our law has long been and our ordinance has long provided that the landfill only accepts refuse generated within the city of Jasper," Robertson said. He explained the ordinance's fee schedule: tires under 59 inches in diameter will be charged $50 each, tires 59 inches or larger $250 each, mattresses $10 each, and other refuse will be weighed and charged $30 per ton.
Robertson said the ordinance will take effect when published as required by Alabama law, and that enforcement will begin after scales are installed at the landfill. He reported the scales should be installed by Oct. 1.
Council members moved and approved the ordinance by voice vote after Robertson's presentation. No roll-call tallies were read aloud in the meeting transcript; the clerk recorded approval as unanimous among those present.
The council and staff noted prior comparisons with neighboring communities and county rates during earlier discussion and work sessions; a staff member later noted that the city's rate remains at or below peer communities once debris pickup and included services are accounted for.
