Public Works proposes code changes to accelerate delinquent solid-waste penalties and halt disposal for long-overdue accounts

Thurston County Public Works on Tuesday proposed code updates intended to reduce the county’s financial risk from unpaid solid‑waste service charges and to accelerate collection practices.
Jeff Big Bird, Solid Waste manager, asked the board to set a public hearing for Oct. 21 at 3:30 p.m. on proposed revisions to Thurston County Code chapter 15.14 (solid waste charges). Big Bird said the draft ordinance would change the date for assessing delinquent penalties from 60 days to 30 days and would shorten the period before prohibiting further disposal for overdue accounts from 90 days to 60 days. Public Works said the changes are intended to expedite customer notice, improve collections, and align with the county’s financial policy.
Big Bird said the draft ordinance had been reviewed by the Solid Waste Advisory Committee and that staff had issued an e‑brief to commissioners on Aug. 28. The proposal is an amendment to county code and would be subject to public hearing and formal board action. No final action was taken at the work session; staff requested that the board set the Oct. 21 hearing to gather public comment on the proposed ordinance.
