Douglas County adopts updated 2025 Emergency Operations Plan

The Douglas County Board of County Commissioners on Sept. 9 approved the county’s updated Emergency Operations Plan (EOP), replacing the prior EOP authorized by a 2021 resolution. County emergency management staff said the 2025 update aligns county response roles with a common statewide structure and incorporates lessons learned from recent local incidents.
Brandon Lendrick, deputy director of the Office of Emergency Management, presented the update to the board, saying the 2025 plan clarifies roles and responsibilities for county departments, mutual-aid partners and private-sector partners. The update incorporates lessons from multiple recent incidents, including the county’s wildfire responses over the past four years, the 2022 Highlands Ranch tornado and the 2024 BMW Championship event, Lendrick said.
Commissioners noted the plan’s importance to public safety and county resilience. One commissioner thanked emergency management staff and singled out Mike Alexander, the county’s emergency management leader, for his team’s work. The board voted by voice to adopt the resolution approving the updated EOP; the vote was recorded as unanimous in favor with one commissioner excused.
Ending: The adopted EOP replaces the prior authorizing resolution dated Sept. 14, 2021; county emergency management staff will carry out the plan and coordinate with signatory agencies and partners on preparedness, response and recovery activities.
