Planning commission grants conditional use permit for Kenai Golf Course bridge replacement

The Kenai Peninsula Borough Planning Commission on Sept. 8, 2025, voted unanimously to adopt Planning Commission Resolution 2025-19, granting a conditional use permit to replace a failing bridge at the Kenai Golf Course and to revegetate the vacated riparian area, staff said.
Morgan Aldridge, planner at the River Center, told the commission the existing 24-foot-wide bridge is failing and the applicant proposes to replace it with an 8-foot-wide prefabricated metal truss bridge placed on four engineered piles; the project includes revegetation of riparian habitat within the 50-foot Habitat Protection District. Staff sent notice to 46 property owners within 300 feet and reported no public comments; the City of Kenai provided emails that were included in the desk packet. Staff found the project met the five general standards of KPB 21.18 and recommended approval, subject to conditions listed in Resolution 2025-19.
A representative of KNC Golf, identifying the corporation’s mailing address as 275 South Cobuck Street, Soldotna, said the contractor is lined up and estimated the bridge removal and replacement would take about two days. The representative asked that the record reflect the corporation’s mailing address; the staff packet listed the city of Kenai mailing address for the land owner.
A commissioner moved to adopt Resolution 2025-19 granting the conditional use permit pursuant to KPB 21.18 for replacement of a bridge within the 50-foot Habitat Protection District of the subject creek (parcel identifier provided in the resolution). The motion was seconded and passed by roll call: Commissioner Eppenheimer — yes; Commissioner Whitney — yes; Commissioner England — yes; Commissioner Vikes — yes; Commissioner Slaughter — yes; Commissioner Venuti — yes; Commissioner Brantley — yes.
The commission’s approval authorizes the bridge replacement and riparian revegetation as described in staff materials and Resolution 2025-19 and is subject to the conditions in that resolution.
